The Ministry of Labor and Employment (MOLE), with the support of the International Labour Organization (ILO), Bangsamoro Planning and Development Authority (BPDA), and the Department of Labor and Employment (DOLE), held the second phase of the MOLE-BARMM Strategic Action Planning Workshop for 2023-2030 on July 19-21, 2022 at Seda Centrio, Cagayan de Oro City.
ILO Consultant Atty. Rebecca Chato and ILO Manila Programme Officer Ms. Diane Lynn Respall personally facilitated the three-day workshop. The BPDA, through its Chief of Social Planning Division Mr. Palawan Mamaon, also discussed the Social and Economic Development in BARMM. MOLE Planning Officer Ramil Tiolo gave an update on the 2nd Bangsamoro Development Plan 2023-2028 and facilitated the Problem Tree Analysis. MOLE Chief Technical Consultant Engr. Dong Anayatin also facilitated the discussions, especially with the BPDA. ILO’s Labour Administration and Labour Inspection Specialist Rene Robert explained the Fundamentals of Labour Administration and Labor Inspection. Senior Programme Officer of ILO Manila Office Ms. Ma. Concepcion Sardaña presented the ILO Labour Market Assessment Recommendations. ILO Project Manager Ma. Jennylyn Aguinaldo presented the ILO Program Addressing Child Labour in BARMM. DOLE Assistant Secretary Dominique Rubia-Tutay talked about the National Employment Opportunities & Challenges: Focus on BARMM Employment Prospects. DOLE Bureau of Workers with Special Concerns Director Atty. Karen Trayvilla gave the Pointers on the Implementation of DOLE Integrated Livelihood & Emergency Employment Program (Livelihood & TUPAD).
This activity was a continuation of the workshop that the MOLE underwent in Davao City back in March this year.
In this workshop, all MOLE programs and services were refined and prepared for implementation for 2023-2030. This will be continued to reach the start of Phase III in August, taking into consideration the outputs of Phase II.
The ILO consultant will meet with all the bureaus/offices for the refinement of the output with particular focus on the possibility of reclustering of the MOLE structure to make it consistent with the direction of the national level like the creation of the Department of Migrant Workers.
In his speech, MOLE Minister Muslimin Sema expressed his profound gratitude to Director Khalid Hassan of the ILO for the continued partnership in the common effort in charting the direction of the MOLE-BARMM. Same expression of appreciation went to Ms. Respall and Atty. Chato.
